As for having Root and S-Off I am not reading either of these two requirements anywhere, although whenever an operation of this caliber is performed, both are recommended, since, in case of a problem, it is easier to recover the terminal.
At XDA post and by HTCManía they are reporting the bugs to make the tool safer and more reliable. Of course, it is advisable to test the terminal after the whole process, to verify that there have been no problems. It goes without saying that everyone is responsible for their terminal and their computer, and the creators are not responsible for malfunctions.
