These types of promo codes do not cover in-app purchases. Believe it or not, the operation of these promotional codes is not available worldwide, although Google is trying to expand the number of them.

The last three countries, as far as we are concerned, where developers can issue promotional codes are Argentina, Peru and Chile. So far, the number of countries from where developers can issue promotional codes was 25, where the only Spanish-speaking countries is Mexico. Spain is not among the countries from which promotional codes can be issued, promotional codes that can be redeemed anywhere in the world.

We do not know what Google is based on for allow developers to issue this type of promotional codes, but it is especially striking that from Spain, developers do not have this option at hand. The Android developer community in Spain may be small, but with a market share close to 90%, I highly doubt it.
