It is not that WhatsApp is spying on your conversations, but if you are really breaking the rules of the app and use prohibited words and share illegal content, you could be reported by the contact(s) with whom you have shared that content.

If you are reported, WhatsApp will review your case and among the measures it can take are blocking your account, either temporarily or permanently. It could also prohibit you from using the same number to create a new account on the platform. Even if the content is reason to be investigated by justice, WhatsApp could report you to the same police.
